シカゴ大学教授による世界経済の分析書。翻訳がでましたが、原本(Business Book of the Year 2010)を読みました。著者は2005年にリーマン・ショックを予測するかのような警告をしていました。本書は、欧州危機を予言するかのようなところがありました。
Fault linesを辞書で引くと断層線。本書では、格差の広がりが経済システムを不安定にし、危機を引き起こしている様が描かれています。
そこには、インドの外交官を父に持ち、欧米、途上国を見てきたという著者のバックグラウンドが投影されていると思いました。
Introductionは、2005年のジャクソンホールでの発表、”Has Financial Development Made the World Riskier?“の背景を描いています。４年後のWSJの評価は、こちら。
金融機関のインセンティブ設計のいびつさ、CDSの危うさなどは、振り返ればその通りなのですが、2005年の時点でグリーンスパン氏を批判するのは勇気のいることでした。
その著者が指摘するのは、
There are deep fault lines in the global economy, fault lines that have developed because in an integrated economy and in an integrated world, what is best for the individual actor or institution is not always best for the system. p.4
そして、批判を政治にも向けています。
Politicians today vow,”Never again!” But they will naturally forcus only on dealing with a few scapegoats,not just because the system is harder to change, but also because if politicans traced the ault lines, they would find a few running through themselves. p.5
まるでギリシャ危機の結果を見ているようです。
本論では、まず、リーマン・ショック（前後）を分析しています。興味深かったのは、アメリカの格差を冷静に分析している点です。危機の背後には、教育や社会保障の貧困さがあると指摘しています。
the absence of a sufficient safety net to support workers who lose jobs in a prolonged downturn in the United States increases public anxiety and tends to generate a disproportionate monetary and fiscal responce. p.192
金融・財政政策にとどまらず、長期的に重要なのは、human capitalという姿勢が一貫しています。
銀行システムについても、分析・提言をしているのですが、ハっと思ったのは、第６章冒頭の一文。
Roughly 60 percent of all asset-backed securities were rated AAA during the lending boom,whereas typically less than 1 percent of all corporate bonds are rated AAA.
経済が上向いているときには、なかなか気づかないことですね。こういう重要なことに気づくようになりたいものです。
金融システムの分析は、テイル・リスクについて触れています。
The problem of tail risk taking is particularly acute in the modern financialsystem, where bankers are under tremendous pressure to produce risk-adjusted performance. p.152
その上で、テイル・リスクを扱う難しさも認めています。表面化するまで認識できないこと、表面化すれば当局が介入するためです。その対応を世界的にしているのですが、途半ば。欧州危機に当てはめてみると、興味深いです。
